There's no denying that Ivanka Trump has a long neck. She herself realizes this which is why she generally wears high necklines such as the ones above. She also generally wears her hair straight down parted in the middle which obscures her neck a little, see below. Because she's thinner her long neck is even more obvious. When she stands next to her father who has barely any neck and a bigger head, her neck looks even longer.

UPDATED 05/24/2017: Here are Ivanka and Melania standing next to each other with the pope in the Vatican. Their shoulders are at the same height yet the top of Ivanka's head is much higher than Melania. Melania has a beautiful neck. It's not short. It's slightly longer than average. In the pic she's wearing a collar while Ivanka is not. Still, look at the huge difference in height just from Ivanka's neck. Hate to say this Melania's head covering looks like someone threw a black bar towel on her head. Their fashion coach is trolling them.
Most necks have seven cervical vertebrae but some people are born with up to three extra cervical vertebrae. This is called supernumerary cervical vertebrae and is a birth defect. Generally people with this condition only have one or two extra vertebrae. This can cause neck issues if the extra vertebrae are not properly formed or balanced.
