Joseph James Pappas II was born February 9, 1956 in Harris County, Texas. His mother was Julia Alice Walker September 25, 1927, New York, April 2, 1997, Houston, Harris Texas. She allegedly died in surgery while Dr. Mark Hausknecht operated on her. Joseph Pappas' father was Joseph James Pappas Sr. June 23 1917, Houston, Texas, March 16, 2010, Houston, Texas.
Joseph Pappas is a Houston real estate agent and former deputy constable suspected in the daytime shooting of a cardiologist in the Texas Medical Center last month apparently tried selling a cache of weapons online days after the killing.

JOSEPH JAMES PAPPAS, 92, died peacefully, March 16, 2010, in Houston, Texas, at M.D. Anderson Hospital, after a long and courageous battle with CLL. He was born in Ft. Worth, Tx. June 23, 1917 to the late James A. (Pappadakis) Pappas and Mary A. Passalaqua.His family moved to Houston in 1932. He was in ROTC in Ft. Worth before moving and continued in ROTC at old Sam Houston High School, the beginning of his long Military Career. He graduated from Sam Houston High School and soon entered South Texas School of Law. He entered the Texas Defense Guard then delayed law school when he enlisted in the US Army, September 1941. He excelled in the Army, receiving numerous awards and accommodations. One of his later awards was the General John J. Pershing Award for high academic averages, award by the US Army Command and General Staff College. He was promoted and held every available rank but one, from private to Colonel, retiring from the Army Reserves, 75th MAC, in the mid 1970's. He took great pride in his military career and held many varied positions including tank destroyers branch, signal corps and civil affairs among others.Shortly after the war he received his law degree from South Texas College of Law and was a licensed attorney for the rest of his life. He soon entered law enforcement holding a number of positions in Harris County, including Chief Deputy, Precinct 2, Harris County for a number of years. He stayed active in law enforcement for the rest of his life and maintained closes ties to many in the law enforcement community.After leaving Precinct 2, in the late 50's, he opened his law office and continued his law practice until the early 90's, deciding to semi retire. Now that I know Wendy Gregory is the grandma the grandfather is Blair Robert Bernbaum. He died in 1979 after they divorced. They have one daughter who is the mother of Tyler. She was born Sept 9 1972. She had Tyler when she was 20 and dumped the kid on the grandma.

1551.1PC is part of the California Penal Code that refers to extradition either out of or from California. This could mean that you allegedly committed a crime or were convicted of a crime while in another state and then you escaped from imprisonment or you violated the terms of your bail, probation or parole. Then you proceeded to escape to California where you were discovered. Extradition means that you will then be transferred back to the other state where the criminal offense occurred. There are two different types of extradition that are recognized under the law including:
Committing a crime in California then leaving and being extradited back;
Or
Committing a crime in another state and being found in California then extradited over to the "home" state.

Bomb Threats are Criminal Offenses. Under California Penal Code Section 148.1(c), persons who maliciously report a false bomb threat can be punished by one year in a county or state prison. Guilty, convicted, two counts.
422. (a) Any person who willfully threatens to commit a crime which will result in death or great bodily injury to another person, with the specific intent that the statement, made verbally, in writing, or by means of an electronic communication device, is to be taken as a threat, even if there is no intent of actually carrying it out, ... Dismissed.
(c) Any person who maliciously informs any other person that a bomb or other explosive has been or will be placed or secreted in any public or private place, knowing that the information is false, is guilty of a crime punishable by imprisonment in a county jail not to exceed one year, or pursuant to subdivision. One count dismissed, other guilty, convicted.
California Penal Code Section 136.1(B)(1) Intimidating a witness or victim charges are classified as "wobblers", which means they can be charged as either a felony or misdemeanor. Dismissed. Barriss allegedly made the threats on Sept. 30 and Oct. 9, and later threatened a relative to prevent her from reporting the incidents, prosecutors said.
He was sentenced to two years in county jail, probation, mandatory supervision, plus eight months county jail. If they didn't release him early from any of these sentences, Andrew Finch would not be dead right now.
Barriss was taken into custody in South Los Angeles, and had been living at a transitional recovery center, sources said.

The suspect in the murder of Officer Keith Boyer has been named. It is 26 year old Michael Christopher Mejia born January 1, 1991 in Los Angeles, California. His mother is Contreas. Mejia was also involved in the death of a cousin 47 year old Roy Torres.
Michael Mejia was on probation. He was not released early. He served his full sentence. His previous crimes were “non-serious, non-violent, and non-sexual." His previous crimes are mainly graffiti then he stole a car which caused him to go to jail. His latest crimes were not the result of the new jail propositions. This case is being politicized. He was released after his prison time to probation. They were supposed to keep their eyes on him. He violated his probation then was sent to jail for nine days.
Officer Keith Boyer, a 27-year veteran of the department, was killed. Another officer, Officer Patrick Hazell, was wounded.
Mejia has a record. His first four arrests were for "other" which is not a misdemeanor or a felony. Then there was a felony arrest then another other arrest then his latest arrest. Check back while I keep updating the information.

UPDATE: 12/18/16 Services. Services for Francisco "Frank" Serna will be Thursday, 4pm- 8pm for public viewing, Rosario at 6pm at Peter's Funeral Homes, 1401 7th Street in Wasco. Friday 10am mass at St John's Catholic Church, followed by graveside service at Wasco Memorial Park.

What happened after the murder was even worse! Police must withhold the name of the victim if the victim dies until after they tell the family the victim died.
"It is difficult to accept that our dad's life ended so brutally, abruptly and with such excessive violence. We feel our dad was stolen from us at a time when our family should be celebrating the holidays, birthdays and making happy family memories," Imperial read.
"Instead, our dad was murdered by BPD...
"Our dad was treated like a criminal, and we feel he was left to die alone, without his family by his side. Our family was questioned and restricted from comforting our mother for about 14 hours, while BPD completed their investigation.
"Family who asked to see their mother were told by BPD that if they crossed the police line they would be arrested."
According to family members, details were withheld from the family by investigators. They said they learned, not from the police, but from social media and the morning news that their father had died.

It appears Francisco was carrying a crucifix. He thought he may be near death (how prophetic) so he carried a crucifix with him. I come from a Mexican family. Religion is very important. My Nana had a couple of these religious beliefs about keeping a rosary on her so I can understand him carrying a crucifix when in fear or doubt. That might have been mistaken as a gun.
He was shot as he continued to come toward the officer when the officer told him to stop. He was confused with dementia. Sometimes when they get dementia they revert back to their first language which for Francisco was Spanish. The officer allegedly shot him nine times. Police said they shot him seven times. I went through the police academy. We are told to shoot if they do not obey an important command. Still, they could have shot him once to drop him. The officer must have been frightened and over reacted unloading his gun into the 73 year old man killing him. Such a horrible shame. I hope the family sues the police. They need better training when it comes to disabled people, people with dementia, mentally challenged people...

Bakersfield police shot and killed 73 year old Francisco Serna who had dementia in a case of mistaken identity. Serna was killed across the street from his home at 7913 Silver Birch Avenue, Bakersfield, California.
Serna had been taking late night walks when he couldn't sleep. He was walking late at night when a neighbor reported a man with a gun. Police arrived and told Serna to take his hands out of his pockets and don't move. Instead Serna walked toward them confused. Police shot him as he did not obey their commands.

Kern County, California has one of the highest rates of police shooting and killing people. It probably doesn't help that he was brown.
Francisco y Rubia Serna bought their home on Silver Birch through a HUD foreclosure in 2010 for $145,000. It's four beds, three baths, 2,410 sf on a 6,000 sf lot built in 1988.
Francisco and Rubia's children were born in Texas.
Serna worked at a cotton gin in McFarland in central California until retiring a dozen years ago. he's lived in Wasco, Bakersfield, Coalinga, Shafter and Indio, California and Brownsville, Texas. He is survived by his wife of 51 years Rubia Rosaura Gonzales Serna 70, five children Laura 47, Francisco "Frank" 45, Rogelio "Roy," Jesus, Rubia 50, grandchildren and great grandchildren.
