UPDATE 10/302019 The record producer withdraws his offer to Emily Zamourka. He said she reused his offer. Maybe she's involved in drugs, staying with shady people, has an outstanding warrant, is not a legal resident? She agreed to sing at a very tiny event yet says no to this offer? Maybe this is why she has to stay with friends? I again don't believe she was homeless.

Good in depth article about Mila Zamourka here. Her older brother born 1959 Elijah Ilia Grekov is a Seventh Day Adventist Minister in Yucaipa, California. Her niece Zlata Grekov is a concert violinist in the Monterey Orchestra. Her maiden name is "Grekov." She was arrested for shoplifting at Ralphs and Target stores. She was evicted because she was caring for pigeons at her home.

10/03/2019 Emily now claims she is staying with friends. I knew she wasn't homeless. She also claims her violin was worth $10,000. She claims someone stole it then someone grabbed it and gave it back to her. It was damaged. Even if it were damaged, it would be worth $5,000? She can't get government assistance if she has assets over $2,000. Below is a pic of her playing the violin. She has other musical equipment here. She states this is from two years ago. This is when she lost her main income and her home she states. So she wasn't homeless two years ago? She now claims after someone damaged her $10,000 violin she played an electric violin until someone shoved her off a bus and she damaged her wrists. She states she can no longer play violin then later she played violin for the news media. Allegedly there are two gofundme's which have raised $95,000. It'll be interesting to see what happens when the full story is known. Why is there a warrant for her arrest for a crime in Glendale in 2015? Why was she charged and found guilty of theft so many times? Maybe she ended up homeless when she was sent to jail all those times? I still see no eviction in any name.

If you look at the photo she has a newer smart phone in her left hand. She is not carrying all her belongings as traveling homeless do. She just has a shopping cart for maybe recyclables. Her hair and clothes are always clean. I care for a few homeless who live in tents. They can't take showers or wash their clothes. This woman is staying somewhere. I bet she will refuse a place at the women's center. You have to go through major questioning, show all IDs...and she appears to have a warrant for her arrest in Glendale. This is probably why she didn't want the police officer to take her photo. Her story sounds iffy to me.

Someone has now started a gofundme for her. It's up to $40,000.

I don't see citizenship papers. Odd that people would be calling ICE if she had brown skin but because she has white skin and blue eyes she's okay. She states she received political asylum in 2008 became a citizen and now gets $400/month from the government. Isn't this the type of person Trumpers hate?  I don't see any citizenship papers. I don't have a problem with immigrants coming here and even getting help. I'm just pointing out the hypocrisy. Below are her previous addresses.

She's listed as having a current address in Glendale. 435 Hawthorne St, APT 206 Glendale, CA 91204-1264. Lioudmila has lived there for about 13 years, since August of 2006 with a phone number of (818) 936-0200. Is she really homeless? She doesn't look it.

Flop houses in shitty areas sold, rehabbed and re-rented as "luxury" rooms in Los Angeles - cause of rise in homeless

A flop house owned by "Second Chance" at 1409-1411 W 25th St, Los Angeles, CA 90007 sold late 2018 for $749,000. Months before that it sold for $485K. It was originally owned by a woman who is now elderly or dead. It's located off an alley and behind an auto store right off Vermont across from a Jack in the Box and a liquor store. It was sold as a two unit with four beds, two baths each. It was broken down into eight rooms rented separately to near homeless people. They would panhandle across the street at the Jack in the Box or in the Ralphs parking lot. People were frequently passed out in front of the building or they were smoking pot, doing drugs on the porch. It was built in 1904 and is in a Historic Preservation Overlay Zone. It was a total fixer. Below are some pics of it before. It was boarded up to keep the ex-tenants and homeless out.

They renovated the place and it's already listed for rent. Here's the ad listing. Mind you it's in a very, very dangerous area where people have been murdered. Someone was murdered at the Jack in the Box across the street. Another person murdered a block up. Within last six months someone murdered two blocks away. A USC couple murdered two blocks to the west. Cars are broken into every night. People steal mail. It's within 500 feet of the 10 freeway which is dangerous for your health. It's also located next to a very, very busy intersection. The air pollution, sound, constant police sirens, police helicopters, people fighting, yelling... The address of the owner is a Marcus & Millichap office. The people who were evicted from there now live on the parkway and still hang out there as they are now homeless. The spelling errors below are not mine. The site seems to be run by Chinese people as it's also in Chinese.

It's already for re-sale for $1,200,000. It's allegedly master leased to a student housing group. It's actually illegal to rent out the rooms separately as this is not zoned for a boarding house. I wonder if leasing  to a corporation who subleases to individuals gets it out of rent control? The master lease includes 3% increase in rent per year which is Los Angeles City rent control. Do the sublessees have tenant rights since they aren't the main tenant? Maybe this is how they are getting the units out of LA City rent control. Per rent control even if you rent a room in a boarding house for 30 days plus you are covered by rent control. By July 2019 the landlord can increase your rent by 4%.

They said they added heat and cooling, new copper plumbing, electrical. They say there are two units with four beds and four baths each. I think only two baths are legal. Everything else was done without permits. They state it was built in 1907. It was built 1904 and moved in 1907.

I pity anyone who rents a room there for $1,400/month. There are eight rooms. You have to rent for 12 months so it's not student housing. The site advertises itself as communal living. It's now called "The Zoe." I bet they paint over graffiti every morning and roll homeless people off the grass. Whoever cleaned out the building just dumped everything on the sidewalk and parkway across the street in front of Jack in the Box. The homeless people didn't do that. The contractor did. This is where all the trash and dumping is coming from. When you evict a poor person they can't afford to rent another place, move, pay for storage so they have to leave everything. Landlord, contractor dumps it on the street and blames the tenants. The tenants wouldn't dump their stuff on the street. They'd just leave it. I've appraised properties like this with evicted poor tenants. They leave almost everything because they can't afford to move it and have no place to move it to.

And this is why there was a huge increase in homeless. Investors are buying slum buildings cheap, renovating and re-renting for market rent. This is the real estate cycle of revitalization though some call it gentrification. It's good for the community and city bringing jobs, money, taxes, business but it displaces a few of the poorest people in the city.

I'll post a few more of these that I've seen. Chinese investors are buying up a lot of slum homes, apartments to turn into individual room rentals. When you ask them what are their plans for the building they lie and tell you they are going to move into it ;-)

UPDATE: His real name is Charly Keundeu Keunang, a 43 year old man from Cameroon. The main languages in Cameroon are French and English. His family was located on the east coast of the US.

UPDATE: Another twist? Charley Robinet may not be his real name. It may be an identity he assumed. That would explain why he was not deported when immigration had him in custody. Someone needs to run some prints. Turns out that won't help. He came to the US under the false name. Most likely he is from Camaroon where they speak French. He went to France then assumed the name and came to the US.

Even more strange news. There was a warrant out for his arrest for violating parole. That's probably why he ran.

He was sent to prison but prison said he was mentally ill. He refused treatment. They tried to get him to a psychiatric institute. Here are the docs. This is sad. He was to get mental treatment until he no longer needed it or until his release date, whichever comes first. And this is the problem on Skid Row. They release mentally ill people from prison. He was in immigration custody September 2013. Why wasn't he deported?

A Los Angeles Police Department officer shot a black homeless man dead around 11:30 a.m. earlier today on skid row at San Pedro and 5th. Police were called because of an altercation. Five or six cops surrounded the man and tried to get him down on the ground to cuff him. He refused. People think the man was homeless, mentally ill and perhaps on drugs. They grabbed him and threw him down on the ground. He still would not cooperate. He resisted arrest. They tazed him a few times then I heard "DROP THE GUN! DROP THE GUN! DROP THE GUN!" Then I heard five shots fired by officers. The man is 30-40 years old African immigrant whose first name may be Sean. He was mentally ill.

When they went to throw the guy down on the ground I saw two officers accidentally drop their billy clubs and other items off their belt. A homeless woman grabbed one of the billy clubs and held it up like a weapon. An officer saw that and he grabbed the billy club and handcuffed her. She did not hit anyone with the billy club. After the man is tazed they shoot him. It's not gory but it could be upsetting. If you don't want to see that, stop the video when they taze him.

Everyone seems to have seen different things. I'll post what I saw and heard second by second. He's shot dead at 29 seconds so it will be short.Listen a few times with volume up starting at 20 seconds into the video. I listened again and it was said four times from 20 to 24 second mark. Then he's shot five times at the 25, 26, 27 28 and 29 second marks. Lots of profanity, screaming. It's not gory, just upsetting and sad. Here is the timeline.

7-8 seconds. Cops chase him. Black cop was picking up his billy club but drops it to go after the guy.
9 seconds the guy swings and punches the black cop
11 seconds black cop takes him to the ground, another cop loses his billy club
12 seconds woman picks up one of the billy club.
13-14 seconds the man named "Africa" is on the ground and yells "GET OFF ME! GET OFF ME! 'GET OFF ME!"
15 seconds cop yells "GET MA STICK! GET MA STICK!" A cop takes the stick away from the woman. FTR she didn't hit anyone with the stick.
22 seconds the black officer punches the guy as he lays on the ground four times. Two other officers try to hold the guys feet but he kicks.
22 seconds he gets tazed a few times.
24 seconds he gets tazed while an officer yells  "DROP THE GUN! DROP THE GUN! DROP THE GUN! DROP THE GUN!"
30, 31 32, 33 34 he is shot five times at each of those second marks in the video.

I don't know who shot the guy. I can't tell from this video. Supposedly two officers and a sergeant fired their weapons. I think these two white officers fired shots. I don't think the black officer fired as he wasn't in position. I think that might be the guy that the man was trying to get a weapon from. I see him and another officer trying to get out of the way of the line of fire.
