Who is Richard Parker who killed 135 raptors in Lassen, California? An bird hunter, insurance agent with a history

Richard Parker, Richard E Parker, Standish, Lassen County, California, killed, murdered, raptors, birds of prey, hawks, bobcats, mountain lion, federal migratory bird treaty act, fish and wildlife, fish and game, crime, criminal, poacher, poaching richard earl parker

UPDATE: 05/03/2021 Jake Flanagn just wrote a wonderful article about this subject for The Guardian.
https://www.theguardian.com/us-news/2021/may/02/california-poaching-birds

05/29/2019 https://www.mercurynews.com/2019/05/28/159-murdered-birds-heres-how-wildlife-crime-sleuths-solved-one-of-californias-most-baffling-poaching-cases/

04/12/2019 Richard Parker convicted. He pled guilty. He was charged with 88 counts of poaching. "All but five counts were dismissed Thursday with what’s known as a “Harvey waiver,” a legal term allowing a judge to consider dismissed charges at sentencing."

"Richard Parker, 68, of Standish pled guilty to crimes associated with poaching in excess of 150 raptors and other wildlife on his rural Lassen County property. He was sentenced to 90 days in jail and given a $75,000 fine and five years of probation. Probation terms include full search authority, prohibitions on possessing firearms, hunting and fishing, and a requirement to obey all laws. The two firearms used during the commission of the crimes were ordered destroyed by the court."

http://www.abc.net.au/news/2018-09-12/man-charged-over-136-wedge-tailed-eagle-deaths/10236032

05/07/2018 Fish & Wildlife has stated that it will take some times to complete their investigation before they can get the DA to file charges.

http://www.lassennews.com/raptor-poaching-investigation-may-take-months-to-complete/

04/16/2018 Richard Parker may have been baiting the raptors. Luring in the birds then shooting them dead. This story just gets worse! Parker was a member of Pheasants Forever. He was a bird hunter.

"Some Lassen County residents have called the paper to report Parker allegedly had been baiting the raptors in order to protect a pheasant hunting club on his ranch."

The California Department of Fish & Wildlife continues its investigation. They will submit their case to the DA when their investigation is complete.

http://www.plumasnews.com/raptor-poaching-investigation-continues/

04/03/2018 Richard Parker may be the biggest poacher in modern US history. The largest previous poaching case was 150 deer taken by 11 men. If Richard Parker killed these all by himself which I believe he did, he would be the biggest individual poacher in the US. Deer are able to be hunted with certain permits during certain times. Hawks are never allowed to be hunted.

03/21/2018 Richard Parker is no longer a member of Ducks Unlimited.

"He is not a member of Ducks Unlimited here in Susanville. I have been chairman and vice chairman for the the last 13 years. I am currently District chairman for region 1. I have not seen him at any other events in Northeastern Calif. He may purchase a membership online, which we have no control."

Richard Parker is no longer the head of the Chamber of Commerce for Lassen County.

http://lassencountychamber.org/list/member/parker-richard-susanville-196

03/20/2018 I've been getting some threatening DMs, emails and posts from people in Susanville and Lassen County. First they state that everyone in Lassen County isn't a redneck criminal. I never stated they were. Then they call me nasty names with bad spelling and threaten to physically harm me and wish me dead. Then they call me a "libtard" "democrap" stating they don't need laws and regulations telling them what to do. One a female truck driver said that people in Lassen County hate regulations, laws and people telling them what to do. She said that is "what ruined Lassen County." Yes, because Lassen county wanted to cut down all the trees, mine all the minerals and put mine waste in the waterways and kill all the animals for sport. That is what harmed Lassen County. That is what allowed Richard Parker to kill 135 protected birds and other animals for fun. Richard  Parker just left the dead animals all over his place just like a pigeon shooting contest. Richard Parker's wife and son saw all those dead animals laying around and thought it was perfectly fine.

03/18/2018 I saw this in a California hunting group. Even the hunters were totally against what he did. They said he should be charged with a felony so he can't have a gun. "I was at a F and W meeting on the evening of 3/14/2018 and heard from a warden that the guy thought he was helping the quail and game bird population."

03/16/2018 Richard Parker is VERY well connected in this tiny town. I called the police to get his booking number and they stated it wasn't public information. Yes, it is public information. I told them I had his booking photo, above. They said the booking photo was not public. They said they didn't provide it. Then where did it come from? Fish and Wildlife? The clerk was very snotty on the phone refusing to release any information at all. I called the DA and got the same run around. I bet the DA will refuse to press charges. Maybe they'll even try to negotiate a pre-filing diversion program. If someone had reported the poaching to police, nothing would have happened. In fact someone may have reported it to the police and they did nothing. Thankfully the person reported it to Fish and Wildlife which are state and federal.

CLARIFICATION: When I said below that half the population of Susanville is incarcerated I obviously didn't mean that half of the population living in Susanville committed crimes in Susanville and ended up in the prisons in Susanville. Most of the people incarcerated there come from different parts of the state or other states. The prisons just happened to be located in Susanville because the city, county wanted them built there for economic reasons.

Half the population of this town is in prison. It was originally a mining, logging and farming town until they they agreed to have the prisons built there because they had no people, money or jobs due to mining and logging regulations. Half of the unincarcerated adult population in Susanville work for the prisons. Susanville is the county seat of Lassen county. Parker's family has been here for years and years and are deeply involved in politics.

Finally got the booking number 20180237.

ORIGINAL: Richard Earl Parker was born 21 MAY 1950 in Lassen, California and lives at 473 Wistos Ln 125, Standish, CA, 96128, APN 119-020-72, Lassen County, California, phone 530 257-8586. That property is actually in Susanville. It's 78 acres so it matches the report. It's 3 beds, 4 bath ranch built in 1996 when he bought it for $202,000. He owns it with his current wife Tonya Roxanne Reddoch Parker. They refinanced all the equity out of the property and owe about $400,000. The Susan river runs through his property. His nickname is "Dick." Suits him.

He graduated from Sacramento State University with a Bachelors degree in Psychology and Criminal Law in 1973. He graduated from Lassen High School in Susanville in 1968. He was on the Lassen County Chamber of Commerce Board of Directors 15 years, Lassen County Hospital Board of Directors as Vice President for 22 years, Ducks Unlimited Committee co-chair for ten years. He is married to Tonya Roxanne Reddoch Parker and has a kid named Anthony born in 1992. His ex-wife was Marian D St Peter. They divorced in 1979 with two children, Juliah and Richard. His father was Charles "Charlie" Parker 1921-2005. His mother is Frances W Cannon Parker born 1922. His siblings are Robbin and Charlene. His dad was also well connected. I'm sure Richard will use that to try to get a lighter sentence. Here is his resume.

http://clerk.lassencounty.org/agenda/MG21753/AS21774/AS21782/AI21831/DO21841/DO_21841.PDF

Ducks Unlimited states they are a "conservation" group that wants to "conserve game birds." What they really do is shoot game birds. Their email is shoot@ducks.org. In March they had a pigeon shoot fundraiser where they shot, maimed and killed 2,000 wild pigeons which they trapped. The pigeons they shoot dead are the lucky ones. They leave the injured birds on the ground to slowly die. They do this every year even though the Governor stated that it's animal cruelty. Richard Parker stated he was the co-chair of Ducks Unlimited in his resume.

http://www.sharkonline.org/index.php/about-shark/latest-news/1572-2-000-pigeons-to-be-slaughtered-at-ducks-unlimited-fundraiser-thursday-march-19-march-18-2015

This March animal rescuers went and rescued the dying and maimed birds left on the ground. They euth'd the dying and nursed the others back to health. Below is a photo from Duck's Unlimited pigeon shoot. It looks like Richard Parker's yard with dead birds and spent shells everywhere.

Based on evidence it appears he shot and killed the birds and bobcats because they were killing the ducks he wanted to shoot.  If you look at the images of his property down below you can see tire tracks going to the river from his house. He appears to have made a partial damn in the river which runs through his property. He previously said he wanted ponds on his property to attract ducks. He admitted he is a water fowl hunter who was trying to attract ducks to his land.

He previously sold insurance in Susanville, California at 2213 Main St, Susanville, CA 96130, Phone number (530) 257-7526 in 2015 selling insurance at "Richard E Parker Insurance."

He had a website which he shut down. This is from that website. http://web.archive.org/web/20070224000449/http://www.iib.bz:80/

"California wildlife officers have uncovered what is likely the largest raptor poaching case in known California history, the California Department of Fish and Wildlife (CDFW) announced."

In 1999 he actually got the government to spend money to restore wildlife to the property. Then he went and killed them? He's an admitted bird hunter. Lassen County Times, Susanville, California, Nov 23 1999. The article is "Man sets fire to own property for the birds." He's a member of Ducks Unlimited which encourages restoration of wetlands so hunters can shoot the birds attracted to the land.

Here is the entire article. Parker bought that property in 1995. His goal was to transform the land to attract birds and mammals. In 1999 working with the Wetland Habitat Enhancement Program, California Department of Forestry, US Fish & Wildlife Services, Pheasants Forever and Ducks Unlimited he used government funds to restore the land. He brought water and natural food to the land to attract wildlife. He states he's a conservation hunter. Click this link to full file so you can read it.

Turns out he has a horrible history of abusing the law. In 2001 there was a recall election to remove him as a director of the Lassen Municipal Utility District for abuse of power, violation of public trust, abdication of authority, intentional misuse of public funds, Brown Act violations.... In a meeting Richard Parker said "environmentalists" are just "bunny huggers."

Richard Parker, Richard E Parker, Standish, Lassen County, California, killed, murdered, raptors, birds of prey, hawks, bobcats, mountain lion, federal migratory bird treaty act, fish and wildlife, fish and game, crime, criminal, poacher, poaching richard earl parker
"Someone" placed a political ad asking people to vote no on the recall.

“Poaching crimes of this egregious nature against raptors is unprecedented in California,” said David Bess, CDFW Deputy Director and Chief of the Law Enforcement Division. “The local raptor population may take years to recover from these killings.”

"Each potential violation is a misdemeanor poaching crime at the state level, with maximum penalties of six months in jail and up to a $5,000 fine per each raptor. An unlawfully taken mountain lion could result in up to a $10,000 penalty. Each potential federal crime could result in additional penalties."

126 dead birds of prey would be $630,000 fine for the birds and $10,000 for the mountain lion at the state level. The two illegal takes of bobcats are about the same. The jail time is six months per bird or 63 years. Like I said he's well connected. He'll get off easy.

He also violated the Federal Migratory Bird Treaty Act. "Title 16 USC Section 707(a) makes any violation of Section 703 a misdemeanor punishable by six months in jail and a $15,000 penalty for each and every bird injured or killed." This would be another 63 years and $1.89M in fines just for the birds for a grand total of 126 years in jail and $2.52M in fines. Still, no felony which means he could keep his guns.

Lassen County has a pre-file diversion program. I hope they don't allow Parker to be able to use the program. These are some serious charges.

Most of the birds he killed were red-tailed hawks. I think he may have killed them as they kill ducks which he likes to hunt. The fact that he shot them off roosts and just left their dead bodies there shows that he hates the birds. That's probably also why he killed the bobcats and just left their bodies to rot where they died.

Richard appears to have altered the river that runs through his property. Someone built something in the river maybe to catch fish, ducks?

You can tell by the car tracks that he frequently drives to the river. Maybe that is where he shoots and kills the ducks. Whoever turned him in clearly knew him and had been to his house. There isn't another neighbor that would drive by his house. No one could see what he was doing unless they were on the property.

Who is Bo Benac, Michael Wenzel who dragged a shark behind a speed boat? Mary Cummins reporter

Bo Benac, Betsy Benac, manatee county florida animal cruelty animal abuse violation of Florida and federal marine mammal regulations, mary cummins, los angeles, robert benac, bob benac, michael wenzel, @bearjew428  @MICHAELWENZEL
"Three men in Florida apparently thought it would be hilarious to tie a shark by its tail to their speedboat and then make a video of it bouncing hard in the wake of the vessel as the men laugh. Afterward, they took photos of what was left of the poor shark’s mangled body.

One of these losers sent the video and photos via Instagram to Mark “The Shark” Quartiano, a famous local fisherman, with the message, “I think you’re going to get a kick out of this!”

Quartiano was not the least bit amused.

“I don’t know what they expected me to do. Laugh it off and say nice work? Oh no, that’s not me,” he told the Miami Herald. “I’ve been shark fishing for 50 years and I’ve never seen a disrespect for an animal my entire career that was that evil,” he told CNN.

Hoping his followers could identify the three men, Quartiano posted the video on his Instagram and Facebook page, where it’s been viewed over 280,000 times. He notified the Florida Fish and Wildlife Conservation Commission (FWC), which immediately launched an investigation into the incident.

“Since the investigation is active, we can’t confirm the identities of the individuals, and it is too early to speculate as to what, if any, violations took place in this incident,” the FWC stated July 26. “However, we would like to state that the lack of respect shown in this video for our precious natural resources is disheartening and disturbing, and is not representative of conservation-minded anglers around the world.”

If the shark was alive while it was being dragged – which could be the case, since one of the men in the video says, “Look, it’s almost dead” – this horrible act would have been especially egregious. Neil Hammerschlag, a shark expert at the University of Miami, told the Miami Herald that in addition to the trauma of being slammed repeatedly against the water’s surface, the shark would have suffocated from the lack of water moving through its gills.

And if the shark was alive, the men violated Florida laws that prohibit cruelty to animals. Unfortunately, the most they could likely be charged with would be a first-degree misdemeanor, with the possibility of up to only a year in jail and a paltry $5,000 fine.

Chillingly, it’s not unusual for fishermen to kill sharks by dragging them backward behind their boats so they drown, said Florida charter captain Nate Weissman. “But to do it at 45 miles per hour for sport, that ain’t cool,” he added. (Actually, doing it at any speed ain’t cool, but downright cruel.)

This wasn’t the first time that at least one of those three men abused wildlife and posted evidence of it, the Miami Herald reports. In photos that previously appeared on social media, one of these creeps dangled a spotted eagle ray from a rope and, with friends, held a pelican with its wings outstretched.

Although the FWC was aware of these and other disturbing photos, no animal cruelty charges were filed against the abuser, and the case was closed in January. Hopefully the commission won’t repeat that mistake, and all three men on that boat will be charged with animal cruelty.

TAKE ACTION

On July 24, 2017, Robert Lee  "Bo" Benec, Michael Wenzel,  Spencer Heintz, and Nicholas Burns Easterling, posted a video of themselves dragging a shark behind their speed boat. Michael was the captain of the boat while Bo filmed the video.

For those who haven't seen the video of the shark being dragged behind the speed boat by the tail, here is VIDEO OF SHARK BEING DRAGGED. The shark is alive in this video though the men claim it's dying.

Here is his mother Betsy Benac who is a County Commissioner of Manatee County, Florida. She was born March 30, 1957. Her husband the father of Bo is Robert "Bob" Lee Benac Jr born July 11, 1952. Here is a photo of Betsy being sworn in while her husband Bob holds the bible.

Here is what the shark looked like after the dragging. They tortured it to death. They didn't kill it to eat. Sharks breath by going forward in the water. Shark wasn't able to breath being dragged backwards. Robert "Bo" Lee Benac III was born April 28, 1989 in Florida. He is 28 years old.

"The images also led Gov. Rick Scott on Friday to call for a review of state fishing regulations to prevent such behavior. “The brutality and disrespect shown to this animal is sickening and I am sure that you share in my outrage over these individuals’ heinous acts,” Scott wrote to the Florida Fish and Wildlife Conservation Commission."

It’s unclear if any laws were broken, FWC spokesman Rob Klepper wrote in an email, but “the lack of respect shown for our precious natural resources shown in this video is disheartening and disturbing, and is not representative of conservation-minded anglers around the world.”

The two men in the video already have a lawyer. The family is not giving any comments.

This isn't the first time Wenzel has been investigated for abusing wildlife. He previously held a live pelican for a photo and then a tern. These are federally protected animals. You cannot harass or harm them in any way.

"The Gulf Coast nonprofit complained to state wildlife officials, which prompted a federal investigation based on photos showing Wenzel grabbing a pelican and tern. The case was closed in January with no charges filed. U.S. Fish and Wildlife Service spokesman Mark Davis said proving the cases can be difficult.

“All statutes require the government to prove the level of culpability, which varies by statute,” he said in an email. “It is often very hard to prove all of the elements based on one Instagram picture.”

In 2014, Michael Robert Wenzel born June 7, 1996, resident of Palmetto, Florida, was charged with three first-degree misdemeanors and pleaded no contest, according to Manatee County court documents. Adjudication was withheld. Charges included possessing alcohol under the age of 21; having a false I.D.; and carrying a concealed weapon (brass knuckles).

All involved and their family have killed their social media sites.

Mary Cummins, Animal Advocates

Animal Advocates has been rescuing ill, injured and orphaned coyotes in the Los Angeles area of California. We also provide humane coyote control and speak to groups about dealing with coyote issues. We recently received our permit to permanently rehabilitate coyotes at our own facility. Mary Cummins

Coyotes in Los Angeles, California weighs 20-35 pounds and stand 23 to 26 inches at the shoulder. The coyote looks similar to a smaller tan colored shepherd-type dog with long pointed muzzle, large ears, long legs and a bushy tail. Mary Cummins

Coyotes, whose natural habitat is the Los Angeles basin, have adjusted to their shrinking habitat by living closer to humans, sometimes in residential areas, parks and on the landscaped areas of the freeway system. Mary Cummins

Because coyotes are now habituating closer to humans, they suffer the effects of our existence. They are hit by cars or are poisoned from eating poisoned ground squirrels and rats. They also succumb to sarcoptic mange from mites.
If you find ill, injured or orphaned wildlife, contact us or visit our website so we can help you or refer you to someone who can. Mary Cummins

Animal Advocates is a non-profit corporation recognized by the IRS. We operate on donations from the public. We are licensed by the California Department of Fish & Game to rescue ill, injured and orphaned wildlife for release back to the wild. We rescue coyotes, bobcats, raccoons, foxes, opossums, skunks, squirrels, moles, voles, gophers, bats and more. Mary Cummins

Dr. Pia Salk wrote an article about a gopher which her friends rescued and gave to me to rehabilitate. The article is in the Martha Stewart website in the Daily Wag section. Her column is titled "Adventures with Francesca and Sharky." She is a major contributor to the blog. Thanks to everyone who helped the gopher! MaryEllen Schoeman is currently carrying for Charlie the gopher until he's ready for release.
