This is a breaking story. Check back for frequent updates.

UPDATE: 03/30/2017 MAJOR UPDATE!

Chiengkham Cindy Vilaysane was released 03/29/2017. Her attorney is Deputy Public Defender Mohammad Qazi. Cindy's family did not want her at their home. It was arranged for her to stay at the Christian Living Word Women's Center. It's a Christian faith-based program. If someone can't afford it, they will be asked to sell chocolate bars after the first 30 days. They have to wake up at 6:00 a.m. every day and go to bed at 9:00 p.m. They have a nap time.

The People objected to Cindy's release but the Judge granted it. I hope there is no way she can just walk off the property. Cindy also is not allowed to be around any minor children. She was released into the custody of a representative from the Women's Center.

"Living Word Women’s Christian Center is a live in residential center specializing in dealing with women who struggle with drug and alcohol and behavioral problems. We have 24 hour supervision with daily bible studies, group counseling, daily devotions, also discipleship training on self-motivation, positive thinking, goal setting and time management, decision making and problem solving, integrity and positive attitude."

05/01/2017 is a criminal settlement conference. I hope they cut a plea deal where she gives a guilty plea to one or two charges then has to be on supervised probation for three years. Jail time won't help her or her daughters. She needs help.

Here is the original complaint.

Bail hearing.

Last hearing regarding her release to a women's center.

Bail is now zero. She appears to have been released today. I assume she will go live with her family. Police stated she has schizophrenia and drug problems related to Meth.

03/21/2017 Cindy pled not guilty yesterday. Next hearing is 03/29/2017 08:30 Riverside Hall Of Justice. She was not released for the below reasons. I agree with the Judge and the family who may have refused to allow Cindy to live with them. Cindy is safer in jail. I personally feel she may be a suicide threat or a threat to leave the family home and continue to do drugs.

"On Tuesday, Vilaysane was unable to provide the court an address, so her bail remains $10,000 "because the defendant has nowhere to go." Hearing today at 1;30 p.m. 03/21/2017 13:30 Riverside Hall Of Justice. Judge said he'd release her without bond if she can live with her family. Judge doesn't want her to be without a place to live.

03/20/2017 No update in her booking info except they changed race from A to V. Maybe that is Asian to Vietnamese, not like it matters. From PE Riverside,

"An examination of a Riverside woman accused of abandoning her 2-year-old daughter at a supermarket found that she may have mental health issues and that she has been on meth, a judge said during a court hearing Monday, March 20.

Chiengkham "Cindy" Vilaysane, 31, had been scheduled to enter pleas to a felony charge of desertion of a child younger than 14 and a misdemeanor child endangerment charge. Her attorney also had planned to ask that her bail, currently set at $10,000, be reduced or eliminated.

However, the arraignment and bail hearings were postponed until Tuesday. Riverside County Superior Court Judge Samuel Diaz Jr. said he wouldn't consider releasing Vilaysane without bail until the court can determine where she would live. If given supervised release, she would be drug tested several times per week and her home would be searched, Diaz said.

If Vilaysane cannot provide an address to the Riverside County Probation Department by 1:30 p.m. Tuesday, when the hearing starts, she would remain in custody with bail at $10,000, Diaz said."

The child is in a foster home provided by CPS. I personally feel the child should be with the father or sister.

Hearing today at 1;30 p.m. in regard to bail reduction and mental health information. 03/20/2017 13:30 Riverside Hall Of Justice

03/16/2017 "Chiengkham Vilaysane, 31, is charged with felony child abandonment and misdemeanor child endangerment, according to Riverside County District Attorney's Office spokesman John Hall, who corrected information in online court records that said the endangerment charge was also a felony."

Based on these pics she clearly needs psychological help and maybe rehab if drugs were a factor as her ex and relatives have said. Her sister Amanda said she will care for her sister's daughter. Her sister has children of her own and would be a good mother. Her ex-fiance Daniel Sierra, father of both of her daughters, believes she just needs help.

Riverside DA just tweeted.

Arraignment and bond hearing March 20, 2017. Vilaysane's family was present at the hearing including her sister Amanda Salcido and the father of the child. The child will be released to relatives. Child's name is Danica. The older child who is eight is Isis. Cindy is undergoing a mental evaluation. If you read her FB pages she appears to have issues. She goes from being sane, sweet, nice mom to being a little incoherent and upset. She rants against her family even stating she doesn't like the Laos Asian community. She needs help.

A hearing was just held. Bail has been reduced to $10,000. Other charges were added. 270, 273(A) and 300 were part of the original charges. They have now added the following 271, 273A, 273B,

271 "Every parent of any child under the age of 14 years, and every person to whom any such child has been confided for nurture, or education, who deserts such child in any place whatever with intent to abandon it, is punishable by imprisonment pursuant to subdivision (h) of Section 1170 or in the county jail not exceeding one year or by fine not exceeding one thousand dollars ($1,000) or by both."

273A "Any person who, under circumstances or conditions likely to produce great bodily harm or death, willfully causes or permits any child to suffer, or inflicts thereon unjustifiable physical pain or mental suffering, or having the care or custody of any child, willfully causes or permits the person or health of that child to be injured, or willfully causes or permits that child to be placed in a situation where his or her person or health is endangered, shall be punished by imprisonment in a county jail not exceeding one year, or in the state prison for two, four, or six years.

273B Any person who, under circumstances or conditions other than those likely to produce great bodily harm or death, willfully causes or permits any child to suffer, or inflicts thereon unjustifiable physical pain or mental suffering, or having the care or custody of any child, willfully causes or permits the person or health of that child to be injured, or willfully causes or permits that child to be placed in a situation where his or her person or health may be endangered, is guilty of a misdemeanor."

03/15/2017 Her brother and sister are indeed Anthony and Amanda. They said she is a very good mother. It was not like her to leave her child. Amanda Vilaysane described an older sister who “will work day and night” and has worked two jobs to support her two children, one of whom, an 8-year-old daughter, has been living with her father. But Amanda Vilaysane acknowledged that her sister has not worked recently.

Cindy Vilaysane is “a really good mother,” Amanda Vilaysane said. But she noted that her sister has had trouble kicking a drug habit. She suggested that “peer pressure” or drugs may have contributed to the actions that brought on the arrest.

“I hope she gets the help she needs. I think more like rehab” than jail, she said."

It appears that bail may have been set at $35,000 for each offense or both. The case also says "no bail" so I'm not sure. She has court tomorrow morning at 8:00 a.m.

A third felony charge was just added, i.e. Dep Child Jurisdiction Welfare & Institutions code. I think that means her child is now with Child Protective Services as they believe the child could be harmed while the mother is in jail. We do know CPS took the child. Perhaps they will give her to the father who has the other child. Cindy was denied bail. It was stated that Cindy was under the effects of controlled substances. She's also been on a 72 hour 5150 hold previously.

I personally feel that Cindy abandoned her kid in the store to get back at her parents for "abandoning" her by kicking her out of the house. Cindy knows her parents love their grand kids.

Family members told investigators Vilaysane was recently kicked out of her home because she had problems with drugs and alcohol abuse, as well as mental issues. She was living with her parents who just changed all the locks kicking her out. She has an older daughter who is living with the father of both of her children. I bet she left her daughter in the store to get back at her parents for kicking her out of the house.

She has a hearing tomorrow. You may be able to click this link to go straight to her booking info.

UPDATE: Charges were just filed against her. They are as follows. Click the links which show the full Californa penal code for that charge. I also included the text below. She was charged with abandonment and willful harmful neglect of a child.

Charge Type         Description Bail Disposition Booking Type

"CHAPTER 2. Abandonment and Neglect of Children [270 - 273.75]  ( Chapter 2 enacted 1872. )

270.
If a parent of a minor child willfully omits, without lawful excuse, to furnish necessary clothing, food, shelter or medical attendance, or other remedial care for his or her child, he or she is guilty of a misdemeanor punishable by a fine not exceeding two thousand dollars ($2,000), or by imprisonment in the county jail not exceeding one year, or by both such fine and imprisonment. If a court of competent jurisdiction has made a final adjudication in either a civil or a criminal action that a person is the parent of a minor child and the person has notice of such adjudication and he or she then willfully omits, without lawful excuse, to furnish necessary clothing, food, shelter, medical attendance or other remedial care for his or her child, this conduct is punishable by imprisonment in the county jail not exceeding one year or in a state prison for a determinate term of one year and one day, or by a fine not exceeding two thousand dollars ($2,000), or by both such fine and imprisonment. This statute shall not be construed so as to relieve such parent from the criminal liability defined herein for such omission merely because the other parent of such child is legally entitled to the custody of such child nor because the other parent of such child or any other person or organization voluntarily or involuntarily furnishes such necessary food, clothing, shelter or medical attendance or other remedial care for such child or undertakes to do so.
Proof of abandonment or desertion of a child by such parent, or the omission by such parent to furnish necessary food, clothing, shelter or medical attendance or other remedial care for his or her child is prima facie evidence that such abandonment or desertion or omission to furnish necessary food, clothing, shelter or medical attendance or other remedial care is willful and without lawful excuse.
The court, in determining the ability of the parent to support his or her child, shall consider all income, including social insurance benefits and gifts.
The provisions of this section are applicable whether the parents of such child are or were ever married or divorced, and regardless of any decree made in any divorce action relative to alimony or to the support of the child. A child conceived but not yet born is to be deemed an existing person insofar as this section is concerned.
The husband of a woman who bears a child as a result of artificial insemination shall be considered the father of that child for the purpose of this section, if he consented in writing to the artificial insemination.
If a parent provides a minor with treatment by spiritual means through prayer alone in accordance with the tenets and practices of a recognized church or religious denomination, by a duly accredited practitioner thereof, such treatment shall constitute “other remedial care”, as used in this section.
(Amended by Stats. 1984, Ch. 1432, Sec. 1.)"

"273a.
(a) Any person who, under circumstances or conditions likely to produce great bodily harm or death, willfully causes or permits any child to suffer, or inflicts thereon unjustifiable physical pain or mental suffering, or having the care or custody of any child, willfully causes or permits the person or health of that child to be injured, or willfully causes or permits that child to be placed in a situation where his or her person or health is endangered, shall be punished by imprisonment in a county jail not exceeding one year, or in the state prison for two, four, or six years."

Chiengkham Vilaysane was born July 4, 1985. She goes by "Cindy." She's lived in Riverside, Mira Loma, San Bernardino and Corona with her family. I believe her father may be 59 year old Douangchai Vilaysane and her siblings are Mickey, Amanda, Anthony D and Manyvan. She sometimes lies about her age and states she's 28 and not 31. Below are photos from her public social media sites.

She's in Riverside, California jail. Inmate search is here so you can check on her status.

A pre-trial hearing was set for today in El Monte, California for the vehicular manslaughter case of Key Jaison Kim who accidentally killed George Steward and Sabrina Castillo October 15, 2015. Key Kim, 69, pleaded no contest to two misdemeanor counts of vehicular manslaughter in an open plea to the court. The open plea means a sentence was not negotiated with the Los Angeles County District Attorney's Office, according to officials.

Los Angeles County Superior Court Judge Donna Hollingsworth sentenced Kim to five years of probation, 800 hours of community service and ordered him to complete multiple programs, including the Mothers Against Drunk Driving Victim Impact Program. His driver's license was also revoked for five years. He was not drunk and was not charged with drunk driving. He merely mistook the gas pedal for the brake which is a common cause of car accidents in some elderly people. MADD is just the main organization that provides the Victim Impact Program.

This is the official DA press release about the case.

An image from the hearing today. Key had a Korean translator.

Key Kim, Key Jaison Kim, hacienda heights, california, vehicular manslaughter, death, car accident

"Pedal error" is a common cause of accidental deaths in car accidents with the elderly. We all remember the horrific Santa Monica Farmers Market pedal error crash. I'm sure this was probably the worst in the US if not the world. My stepfather had a pedal error accident at the age of 86.

Key Kim confessed to what happened to a Korean newspaper. This is a Google translation so read this very loosely. He obviously didn't murder two cars

"In the Hacienda Heights area
A Korean man arrested on charges of murdering two cars
He pleaded guilty in two years.
Supreme Court Judge Donna Hollingsworth said today (Tuesday)
Key Jaison Kim, 69 years old,

"I accidentally drove my Lexus car
I stepped on the accelerator, not the brake, and I got a Toyota truck.
This caused an 18-year-old man and woman on board to be killed
At the time, they had just graduated from Los Altos High School.
I was saddened by the surroundings."

Here is Sabrina Castillo's obituary.

Below is the case information.

Audrey Stone Dimond the "other woman" of Dr. Seuss, Theodor Seuss Geisel, true story by Mary Cummins

Audrey Stone, Audrey Dimond, Audrey Grace Stone, other woman, Dr Seuss, Theodor Suess Geisel, Ted Geisel, Helen Marion Palmer, suicide, drugs, barbituates, La Jolla, San Diego, California, scandal
Because of the fiasco that is President Donald Trump people have been looking at Dr. Seuss real name Theodor Suess Geisel's old political cartoons. Geisel made these satirical political cartoons and war bond propaganda posters during WWII. While the political cartoons were satirical and against racism the propaganda posters went beyond that depicting the ruler of Japan as a grotesque racist caricature. Geisel stated in his later years that he regretted making the posters for the government. This deeper look at Geisel's work and life caused people to take another look at Geisel's second wife Audrey Grace Stone Dimond Geisel.

Audrey Grace Florine Stone was born August 14, 1921 in Chicago, Illinois. Her father was Norman Alfred Stone who was born 1887 in Ravenswood, Illinois. He was a travelling salesman selling laboratory supplies. His parents James A Stone, Esther Scott were born in England. Norman first married Margaret Francis Deiner February 17, 1909. Together they had a daughter Marie Catherine Stone born 1914. Margaret then died in 1917 leaving Norman with a three year old child to raise. The child was given to another family member. Norman then married Ruth Benson in 1919 in Indiana. Their child Audrey Stone was born in 1921 in Chicago, Illinois.

By 1930 the family was living in Queens, New York on 42nd Street. Norman was a salesman selling school equipment. His wife Ruth was a nurse. By 1940 Norman was the sales manager of a men's clothing store. Ruth was a nurse at a hospital and Audrey was a clerk. Soon after Audrey moved to Indiana to attend nursing school at Indiana University. She graduated in 1944. Below is her school photo from 1944.

While at the medical school Audrey met her future husband Dr Edmunds Grey Dimond. They were married March 14, 1945 in Marion, Indiana. Below is from a newspaper clipping of the nuptials.

Audrey and Edmunds had two daughters Lark Grey Dimond in 1953 and Lea Grey Dimond. Eventually they moved to San Diego, California where Geisel and his wife Helen Marion Palmer Geisel were also living.

Geisel met Helen Palmer an author while they were both at Oxford University in England. "Helen had a profound influence on his life, starting with her suggestion that he should be an artist rather than an English professor. She later stated, 'Ted's notebooks were always filled with these fabulous animals. So I set to work diverting him; here was a man who could draw such pictures; he should be earning a living doing that.'"

Geisel and Helen married in 1927. Helen could not have children so they had none. Helen supported and helped Geisel's career immensely. Geisel and Helen were neighbors and good friends of Edmunds and Audrey Dimond. Helen eventually became ill over a few years. It was during this time that Geisel had an affair with Audrey. Helen could not stand losing Geisel so she committed suicide on October 23, 1967 by over dosing on barbituates. Her suicide note below.

""Dear Ted, What has happened to us? I don't know. I feel myself in a spiral, going down down down, into a black hole from which there is no escape, no brightness. And loud in my ears from every side I hear, 'failure, failure, failure...' I love you so much ... I am too old and enmeshed in everything you do and are, that I cannot conceive of life without you ... My going will leave quite a rumor but you can say I was overworked and overwrought. Your reputation with your friends and fans will not be harmed ... Sometimes think of the fun we had all thru the years ..."

After Helen's suicide Audrey filed for a quickie divorce from her husband Edmunds in Nevada on August 5, 1968. Geisel and Audrey who was 18 years his junior were married soon after. Audrey then sent her two daughters ages nine and 14 away to school. Audrey stated ''They wouldn't have been happy with Ted, and Ted wouldn't have been happy with them. He's the man who said of children, 'You have 'em and I'll entertain 'em.' ''

Geisel and Audrey lived together for 23 years until Geisel's death in 1991. Currently Audrey busies herself with the business that is Dr. Seuss Enterprises. She also avails herself to philanthropic causes.

The confusion over Dr. Seuss' alleged discriminatory political cartoons against Japanese explained - Mary Cummins

Dr Seuss, Theodor Seuss Geisel, author, cartoonist, political cartoon japan japanese wwii war bonds propaganda Hitler
I recently saw numerous articles about Dr Seuss, Theodor Seuss Geisel, being a racist against Japanese. As I'd seen his older political cartoons which were against racism I found it hard to believe. Someone even said that he is quoted as saying he regretted some things he drew, wrote about Japanese. I did some digging to help clear up the matter.

As WWII began in 1939 Seuss worked for a liberal New York newspaper named PM making political cartoons. The cartoons were against racism and isolationism. The one above made in 1942 depicts the view some Americans had about Japanese. Seuss is making fun of racist people who think all Japanese Americans want to bomb the country. The "honorable fifth column" is a group of non-native born people who want to attack a country from within. The people are caricatures of Japanese. This cartoon is satire.

Below is another cartoon about Japanese. Seuss is again making fun of people who considered the Japanese a major threat of war. They weren't a major threat of war. They were just a jack-in-the-box toy which merely startles. After the Japanese bombed Pearl Harbor we destroyed 67 cities with regular bombs then detonated nuclear bombs on Hiroshim and Nagasaki in  1945 killing 129,000 people. The Japanese surrendered.

Dr Seuss, Theodor Seuss Geisel, author, cartoonist, political cartoon japan japanese wwii war bonds propaganda Hitler

In late 1942 Seuss was commissioned to make the art for posters to sell US saving bonds to fund the war efforts. These posters were discriminatory and offensive against Japanese and Hitler. Below are those offensive posters. This is the work that Seuss regretted. He is making fun of the leader of Japan who ordered the military to bomb Pearl Harbor. My grandfather died overseas in WWII.

Dr Seuss, Theodor Seuss Geisel, author, cartoonist, political cartoon japan japanese wwii war bonds propaganda Hitler
Here is another political cartoon which he made to show that racism and discrimination is wrong. This is from early 1942.
Dr Seuss, Theodor Seuss Geisel, author, cartoonist, political cartoon japan japanese wwii war bonds propaganda Hitler
In Richard Minear's book "Dr. Seuss Goes to War: The World War II Editorial Cartoons of Theodor Seuss" it is allegedly stated that Seuss made this statement per Minear,

"... right now, when the Japs are planting their hatchets in our skulls, it seems like a hell of a time for us to smile and warble: "Brothers!" It is a rather flabby battle cry. If we want to win, we’ve got to kill Japs, whether it depresses John Haynes Holmes or not. We can get palsy-walsy afterward with those that are left."

So far I can't find physical evidence that proves Seuss made that statement. I will continue to look. I can understand how Americans felt after Pearl Harbor. They probably wanted to kill Japanese. Unfortunately our government and citizens started attacking legal Japanese Americans. They were rounded up and sent to internment camps which was horrible.

Below is from filmmaker Ron Lamothe who is quoting Minear again,

"The only evidence I have comes from his biographers, who told me that years later—although still recognizing its necessity due to the war—he was regretful about some of his cartoons for PM and some of the propaganda work he did for the Army Signal Corps. I do think the fact he dedicated Horton Hears a Who—a parable about the American postwar occupation of Japan—to “My Great Friend, Mitsugi Nakamura of Kyoto, Japan,” says something of his changing attitudes toward the Japanese (this following a trip he made there in 1953). Though, as Richard Minear has pointed out, Horton Hears a Who still smacks of American chauvinism, and it makes no reference to Hiroshima and Nagasaki."

So far all of Seuss' Japanese cartoons from PM were anti-discrimination. The posters he made for Army Signal Corps were indeed racist against Japanese. Seuss depicted the rule of Japan as an ugly caricature. I can believe that he regretted the war bond posters. I will update this article if I find anything new.
