Mayor Eric Garcetti proposed mandatory retrofitting of pre-1980 soft story and non-ductile concrete buildings. He also proposed retroffiting of our water and communication systems in case of earthquake. Read more here.

Soft story buildings were built 1960 to 1980. The first floor is open, garages, carports or with large windows. Most seismic energy will be at the first floor level. That causes the first floor of these structures to collapse with the top floors pancaking down on top. One good example of this was the Medows apartments in the valley which collapsed killing many people on the first level.

Non-ductible concrete buildings are solid cement structures which are not built to sway with seismic activity. This causes the seismic activity to rip the building apart. One good example of this was the Kaiser hospital which had major walls collapse in the 1994 earthquake.

UPDATE 08/03/2017 Angelyne responds. She admits some of it is true though she says some names and dates are wrong. I never really heard her talk before. She's as dumb as Donald Trump and barely knows the meaning of very basic words. She keeps saying she is a YUGE celebrity and everyone just wants to hang on her. She said she brings beauty to the world with her presence. She's delusional. Below is audio of her reply so you can hear her voice.



08/02/2017 Someone may have cracked the case. I'll try to confirm. It appears Angelyne may be a Jewish Polish immigrant. Her parents met in a Jewish ghetto. She was born in Poland in Oct. 2, 1950. Her parents and herself escaped the concentration camps and came to the US. Her real name is Renee Tami Goldberg (originally Ronia Tamar Goldberg). There was a name change in Ventura county in 2016. Why so late? Why in Ventura, just because it's not LA? Could this be real? It's real. I just confirmed all the data in the article.

Her father was Henry Goldberg born May 2, 1920 (May 5, 1920) in Pinsk, Poland, died November 7, 2004 in Los Angeles, California. Her mother was Bronis (Bronia) Zernicka born January 2, 1921 in Chmelnik, Poland, died January 10, 1965 from cancer in Los Angeles, California. She has two sisters, Annette and Egnia both born in Israel. Angelyne married Michael Alan Strauss born 1949 in 1964 and divorced in 1968. Angelyne is 66 years old. I knew she was older than the 1957 birth date which she admitted to long ago. After that she said she was born in 1973!

ORIGINAL: Growing up in Los Angeles I first met Angelyne at a night club in 1983. She was easily in her late 30's, probably even 40. She used to hang out at Chez Mois and Voila which were both on the bottom floor, street level of the Beverly Center in the parking structure. I think this was soon after she paid to have herself plastered on a billboard on Sunset Blvd.

When I saw her at the club I asked people who she was. They said she was a nobody "celeb." I later came to find out she sang, did a music video, copyrighted some songs. Over the years I'd see her here and there around town. She would try to park her car on Hollywood or Sunset to sell tshirts or autographs from the trunk of her car. The police made her leave so she then would park in the Home Depot parking lot to sell tshirts and autographs.

A few times my friends played an innocent joke on her. I wish I videotaped it. We'd just finished a motorcycle ride and were at the market. My friend saw Angelyne. He went to the cash register, grabbed the store intercom and said "Angelyne, your biggest fan is at the checkout. He wants to meet you." Angelyne literally ran to the checkout. We all pretended to be huge fans when we of course were not. She loved it!

Another time my ex-husband was the AGM at the Chevy dealership which was on Fairfax. Angelyne came in and wanted a new corvette around 2005. She started flirting with all the male salespeople and managers. She said if the dealership gave her a new corvette, she would drive it around town which would give the dealership lots of publicity. Keep in mind she was at least 60 at this time wearing her tight mini-skirt, high heels, tons of makeup, big hair...

The guys at the dealership were grossed out. There was no way they'd even give her a discount on a new 'vette. She would harm the image of a corvette, not help it. She finally left the dealership.

There's been much speculation about her real name and age. Supposedly her real name is Renee Goldberg and she was born in Idaho. This is what I've uncovered so far. She was most likely born September 1, 1958 at the latest. She could be older than this. I'm taking this from the copyright office. When I met her in 1983 I thought she looked 40. I spoke with a photographer who worked with her and he said she's at least 40 back then. He said she makes everyone airbrush all of her photos to make her thinner and younger. So at the minimum age she is 56. Oddly enough when she got utilities at her last residences she stated she was born in 1973. That would make her younger than me. As she copyrighted a song in 1979, she would have been six at that time. Impossible. Others have also said she was a regular on the Sunset strip in the 1970's. That means she was born around 1950, 1952.

How to limit flooding if you live on a canyon road in Southern California - Mary Cummins

If you live on a canyon road, chances are you will experience some mild to severe flooding during heavy rains. This is especially true if you live in Southern California where we either have drought or heavy rains. We have never had an average rainfall ever. It's all or nothing.

If you live on a canyon road such as Laurel, Benedict, Coldwater, Beverly Glen....you know they drain all the rain, water, mud, debris from the entire mountain down these few main roads. All the top roads such as Mulholland and sides roads lead and drain to these roads. The goal is for the water to drain down the road. You do not want to block the flow of the water down the road. Below are some tips on how to minimize flooding for you and your neighbors.

1. If your trash cans are on the street, bring them onto your property. They block the flow of water going down the hill. They also cause debris to accumulate and block the flow of water. This causes the street to flood. Your cans can also get swept down the road. Legally they should only be on the road from 6 pm the night before trash pickup to 6 pm the next day.

2. If you see debris in your gutter, pick it up and put it in the trash. Otherwise it will block the flow of water causing flooding.

3. If you live near one of the storm drains, keep it clear. Yes, it's not your trash stuck in there blocking the flow of water but it will cause YOUR house to flood. The key again is to keep the water flowing down the hill and into the storm drains if need be.

4. If your car is parked on the main canyon road, put it in your garage, carport, driveway, anywhere but on the main canyon road. It blocks debris and water flow. Your car can also be hit by a hydroplaning driver. It can even be swept down the road in heavy rains.

5. If after all of this the road is flooding and water is about to go into your driveway then your home, have sandbags ready. They are free at the fire stations or get some at Home Depot. Always have them on hand. You can also have sand on hand. In emergency fill with dirt, rocks, place bricks on top to keep the bags in place.

6. Always have an emergency plan and kit in place. Have an emergency kit with flash lights, water... Have one for your pets as well.

7. You may lose power in a flood, this is where head lamps, flash lights come in handy. Remember you can charge your cell phone in your car. Hopefully the cell tower has not lost power. If it has, you may have to drive down to Sunset to get reception from a tower with power.

Most importantly, keep an eye out for your neighbor. Know your neighbors' names, numbers... Please do your part to prepare for the flood by clearing the street. I say this because right now only my 80 year old neighbor and I are clearing the street. I have a bad back and am barely moving here. Maybe my neighbors just don't know that they should be doing this which is why I'm writing this note. Thanks.

When some passes away and owns real estate a date of death, historical appraisal may be needed for tax or estate purposes. The appraiser's job is to ascertain the value of the property at the day of death. Cummins has been doing date of death, historical appraisals of real estate in Los Angeles, California for banks, lawyers and private individuals for over thirty years.

With an average residential property the appraiser gathers sales of similar homes without a certain distance within six months or so before the day of death. For example if the home was built in 1950, is 2,000 sf, 3 bed, 2 ba, on a 6,500 sf lot the appraiser would initially search for sold homes +/- 15% difference in square footage (1,700-2,300 sf), sold six months before date of death, within 1/2 mile radius of subject, in the same city and development. Ideally we should find at least six sold homes very similar to the subject property. We would then choose the most similar comparables based on condition, location, amenities, improvements...

Unfortunately this rarely happens except in newer tract homes so the appraiser must widen the search to find the most comparable sold properties. Location, size of improvement, bed/bath count are generally the most important factors. If the home has a view or is located on the beach, all comparables must have similar views, locations. The difference between view, no view can be up to 50% in some nicer areas near the ocean.

After we have chosen our six most similar sold comparables, we input them into our real estate appraisal form. We use ala mode software. We input the most similar of the six comparables into the number one column then add the rest in descending order based on degree of similarity. After this we adjust for each of the line item differences if necessary such as the differences in square footage, bed/bath count, lot size, condition, age.... Ideally we should have chosen the most similar comparables so we should have few adjustments.

Besides the sales approach we often include the cost approach. This generally sets the upper limit of value. This is not the best indication of value as there are generally few vacant land sales available in the immediate area. The appraiser generally has to obtain a land value by abstraction or allocation. Sometimes an income approach is added if perhaps the property is a vacation rental.

After we have done all of our research and have our sales, cost and income approach valuations we reconcile the three values to come up with the appraised value. With a single family home or two to four plex in most areas the sales market approach carries the most weight with the cost approach setting the upper level of value.

The final part of a date of death, historical appraisal is to add the limiting conditions. With this type of report the appraiser states that the property was inspected as of a certain date. The report was signed as of a certain date. But, the date of the "value" of the property is the date of death. The appraiser assumes the property was in the same condition on the date of death as inspected. If not, the appraiser makes note of the condition at date of death and includes this in the valuation.

Probate referee verses real estate appraiser - Pros, cons, differences - Mary Cummins

Back in the 1980's before the S & L crisis there were "inheritance tax assessors." Then we got rid of the inheritance tax. Another result of the S & L crisis was mandatory licenses for real estate appraisers. I was a licensed broker in 1984. I also did appraisals. We did not need a real estate appraisal license until 1994. I fully agreed that real estate appraisers should be licensed and insured just like real estate brokers, notaries... Back then most appraisers were at least licensed real estate agents.

In 1994 the old "inheritance tax assessors" became "probate referees." This is a legal licensed designation by the state of California. You need to be a lawyer, accountant, appraiser or someone with a college degree who has experience doing appraisals. You don't have to be a licensed real estate appraiser to appraiser property for estate purposes. Below is a guide written from the pro-probate assessor point of view.

If you have an attorney handling an estate, they will tell you to consider a probate referee. They must do this to limit their liability in case they order an appraisal and one or more of the parties do not agree with the appraised value. They don't want to be sued. If you do not want a referee, you must sign a form, waiver stating that the attorney advised you of your right to seek a referee but you declined.

If you look in the above guide, these people charge 1/10 of 1% to appraise real estate. If you have an average $1,000,000 home in LA you would pay them $1,000. A normal appraisal cost is $300 to $350. Plus, a real estate appraiser is more experienced at appraising homes. Probate referees appraise real property, personal property, jewelry, automobiles, stocks, bonds, partial interests, business opportunities.... Not only that but you have to just accept the value they give you which they give to the government for estate purposes. Generally all appraisers should never vary by more than five percent from another appraiser in their appraisal report of the same property. Any more than that shows lack of experience, knowledge or intentional fraud.

Years ago it was illegal for lawyers, CPAs, anyone other than a real estate agent/broker to take a percentage of the sale or appraised value of real estate. Lawyers, CPAs generally did this with little old ladies in real estate deals. I know because I reported a few who took commissions on sales in which they were not involved in any way. I saw it in the escrow closing statements. They were ripping off their little old lady clients and their children anywhere from three to seven percent while they did nothing relative to the sale. They were breaking the law. I think this is why the "probate referees" were approved. They still need to be third parties other than the estate lawyer or a party to the estate.

The idea of a probate "referee" might be appropriate if there are multiple parties who can't agree on anything who all want to do their own appraisal. Then the $1,000 vs $350 times the number of parties might make sense. If someone just needs to know a date of death value of real estate, a licensed, insured, experienced real estate appraiser makes more sense.

This is the form which must be filled out by either the probate referee, estate attorney, or heirs.

It would be pretty easy to make this inventory of bank accounts, stocks, bonds, real estate...yourself. Most appraisers for home, car, jewelry charge $300. If the estate is only worth $100,000 then paying $1,000 for home, jewelry, art appraisals might not be bad. But if you have an estate which is mainly real estate, cash, stocks, bonds, regular automobiles, it makes more sense to hire a real estate appraiser, look up Kelly Blue Book value of the car and look at the stock, bond, banking account balances.

Michael Brown, a horrible tragedy. My two cents - Mary Cummins, Animal Advocates

I believe the death of Michael Brown was a horrible tragedy. No one wants to kill an unarmed man or any man. His parents and others don't believe the Officer's story because it sounds a little crazy which it does. Brown's behavior made no sense. Why walk into a mini-mart, steal $45 worth of cigarillos then grab the shop manager by the collar and threaten him knowing you are being videotaped? Here is video of what happened in the convenience store. He grabs one pack of cigarillos and hands them to his friend behind him. His friend looks at the pack. Ultimately his friend put the pack back on the counter. He obviously did not want to buy or steal them. Then Brown reaches over the counter and grabs a big box of packs of cigarillos. He clumsily drops them on the floor then picks up the packs. Then he walks out the door with the store person trying to block his exit. Brown shoves the person, goes to leave, turns around and goes after the clerk again. This is not normal store robbing behavior. A sane thief would have just grabbed the item and ran out the door. They wouldn't have merely walked or shoved the clerk or come back after the clerk.

This is Officer Wilson's description of what happened next. After robbing the store Brown walks down the middle of the street. Officer Darren Wilson approaches in his car and asks him to get out of the street. He doesn't. Officer tries to get out of the car but is blocked by Brown. Brown then puts his upper body into the Officer's Tahoe SUV and starts punching him. Officer Wilson draws his gun and says "get back or I'm going to shoot." Brown states "you are too much of a pussy to shoot me" and grabs Officer Wilson's gun. Brown's DNA is found on the gun. Finally Officer Wilson shoots Brown in the hand. Brown still goes after Wilson then Officer Wilson shoots again and misses. Brown takes off down the street. Wilson gets out and tells him to stop with gun pointing at him. He again says "stop or I'll shoot." Brown stops, turns around then starts charging Officer Wilson. Wilson shoots him in arm, chest but Brown continues charging. Finally Wilson shoots Brown in the head and he drops down dead.

The above scenario makes no sense. A normal sane person would not rob a mini-mart for $45 worth of cigarillos, walk down the middle of the street, cops asks you to get out of the street, you don't, instead you charge the officer, grab his gun, try to shoot officer, get shot once, keep hitting officer, finally you run away, cop tells you to stop or he'll shoot, you turn around and charge officer, get shot a few times and keep charging until you are shot in the head and drop down dead. I can clearly see why people think the cop's story is crazy because it is. Nonetheless, multiple eye witnesses, evidence, autopsy report supports this crazy story.

This other young healthy man ate an edible cannabis cookie. He had slightly less THC as per ng/ml in his system than Michael Brown. Because it is ng/ml it takes into account difference in sizes. "They showed a Delta-9 THC reading of 7.2 ng/mL and a Delta-9 Carboxy THC of 49 ng/mL." Brown had 12 and 45 respectively.

A man took a "bad batch of synthetic marijuana" and went crazy, "Michael Daniel, 22, allegedly smoked spice in his Waco, Texas home before he assaulted his housemates and then ran out of the house into his yard, where he began crawling around on his hands and knees. He barked and growled at a neighbor and chased him back into his home.Daniel then allegedly took his housemate's dog, a medium-sized spaniel mix, out onto the house's porch. He allegedly beat and strangled the dog, according to Waco Police Sgt. Patrick Swanton, and then began chewing "hunks of flesh" from the animal."

I personally feel that Michael Brown was acting erratic because he may have had a cannabis edible, cannabis oil, synthetic cannabis or other undetectable drug which caused him to temporarily act insane. I totally understand why it's so hard to believe the Officer's story. I know that racism exists. I know there are some really horrible police officers who break the law and kill people. Still, the evidence supports the Grand Jury's ruling. If a police officer feels his life is in danger, he can use lethal force. Brown had his hand on the Officer's gun. Based on his behavior I believe he was going to try to shoot the Officer. The Officer followed the law. Brown unfortunately did not. I believe he didn't because he was under the influence of a large dosage of cannabis or some other undetectable drug. I would bet he used cannabis oil or had an edible. You're much more likely to have a crazy, violent reaction from the oil and edibles. If not that, he had another drug in his system which current toxicology cannot detect.

I'm sure most readers remember the case of Rudy Eugene who ate homeless man Ronald Poppo's face.

The only thing in his system was also marijuana. One expert stated he could have had a drug which current toxicology tests cannot identify. The families and friends of Michael Brown, Levy Thamba and Rudy Eugene all stated that they were acting completely out of character like demons. Hopefully they have preserved blood samples which they can test at a further date when the labs have better blood tests.

Wu-Tang Rapper Andre Johnson smoked some marijuana, went crazy, cut off his own penis then jumped off a balcony to try to commit suicide. He admitted he smoked some pot and obviously had some very strange and violent thoughts.

Young white girl bought some legal synthetic weed from a store. She took some, went to sleep, woke up hallucinating and violent. Parents called cops and paramedics. She was trying to attack and bite people, just like the guy who bit off the homeless person's face or the one who bit and ate the dog. They put her in a coma, a lot of brain tissue died, she's now blind and paralyzed.

Drug dealers keep changing the formula because each new chemical becomes outlawed when ER visits spike. There are no lab tests for all synthetic marijuana or drugs. Some can be 100x as strong as per the article. One type Bizarro Incense killed a young man.

Research has shown that cannabis intoxication can lead to acute transient psychotic episodes in some individuals. I personally believe this was the case with Michael Brown.

Ferguson protesters on Rodeo Drive in Beverly Hills. Residents, stay home. - Mary Cummins

Last night after the St Louis, Missouri grand jury verdict was read Ferguson protesters made their way to Rodeo Drive in Beverly Hills to protest. Most just laid down on the street and blocked traffic. Some stood with signs demanding "revolution" and the shut down of our government. This is at intersection of Wilshire Blvd and Rodeo Drive in front of the Beverly Wilshire Hotel and Rodeo One. Locals, stay at home if you can especially at night.

*A quick note. Never ever put a stick on a poster to hold it up. You can be arrested for carrying a weapon, i.e. the stick.

**Another quick note. Don't ever mess with Beverly Hills Police Department. They were even harsher than LAPD after the Rodney King riots and we were thankful. You'd have to be a huge idiot to even think of rioting in Beverly Hills. BHPD will protect them. Shop owners have own security with high powered weapons.
